The EU AI Act Article 4 AI literacy duty, explained for Irish employers
What Article 4 says, in plain English
Any organisation using AI systems must take steps so its staff, and anyone using those systems on its behalf, have a sufficient level of AI literacy, matched to their role, experience and how the tool is used.
Does it apply to my business?
Yes, if anyone uses AI at work, such as ChatGPT, Copilot, Gemini or AI features in existing software. There is no size exemption.
When it started
The duty has applied since 2 February 2025. Rules on supervision and penalties followed from 2 August 2025, with wider enforcement from August 2026.
What Irish employers should do
- List the AI tools your team uses
- Agree a short AI use policy
- Train staff for the tools and roles they have
- Keep a record of who was trained, when and on what
- Revisit when tools or people change
